Mark Cooper has been appointed to a full time Recruitment position with Celtic but it isn’t clear that he is Head of Recruitment .

Des is right, as it isn't clear what his job title is. It is also weird that our club did not make an official announcement (that I have noticed)
From the little I have read, he is a scout whose region of expertise is the Americas.
