Rangers could start next season as a new company in the Scottish Premier League without incurring any sanctions - such as a points deduction or fine.

A vote will take place next week to decide what should happen to clubs who come out of administration in this way as "a new company".

Fans of other clubs have been demanding tough sanctions.

But SPL chief executive Neil Doncaster said: "Newcos have been allowed within UK football for many years."

Rangers hope to exit administration via a Company Voluntary Arrangement under the consortium led by Charles Green.

But the former Sheffield United chief executive and his group may seek a "newco" route if such a proposal is rejected by creditors.

"Newco is typically the way businesses in general escape from administration," Doncaster told BBC Scotland.

"It's far more common than a CVA.

"So I am not entirely sure why a distinction is made between the two routes out of administration."

By definition, though, creditors must agree for a CVA to be successful, whereas a newco gives them no say.

SPL clubs will meet at Hampden Park on 30 May to debate new financial fair play rules, having twice delayed voting on the proposals.

Among the proposals on the table to deal with a newco are 10-point deductions over two seasons and 75% reductions in SPL revenue over three seasons.

A minimum of eight clubs must vote in favour of the point deductions for that resolution to be carried, while 11 votes are required for the imposition of the financial penalty.

If approved, the rule changes will take effect immediately but will not be retrospective.

The Hectors can only get away with this if the other clubs support them, including our management. I have send our board an email stating I won't be buying any more merchandise (including the two new strips) if they support a newco without sanctions....I live overseas and cant take any other measurers or actions, but if every fan of every team made a similar stand maybe our management might listen to the views of the fans for once..... Whats to stop the Hectors doing this again next season..... Its discusting that the SPL are even considering re-entry without sanctions.

ED007, I know you will be able to inform us if this BBC story tonight is true in that a "New co Rangers" will face no penalties...
I was under the impression that at the very least any newco would be banned from europe for 3 seasons.. and surely the transfer ban must remain in place...
On CQN today it said that D & D only had until tomorrow to get letters in
post to creditors to meet 6 June deadline do you think they are now not bothered about CVA as doncaster has already promised them SPL next season with no sanctions.. Timalloy {Ed007's Note - It doesn't say they will face no penalties or sanctions Tim, it says that they COULD avoid them, just like interviews that say they COULD face them. He really didn't say much IMO, it's a bit ying and yang.}

I'm opening myself up to being called a blue nose again, which did hurt, but here goes....
have you read Alex Thomsons latest blog re the massively wealthy bidder that D+P dismissed out of hand.
I'm sorry, i've enjoyed his work on this but this seems a nonsense no-story to fill inches. Bit like the BBC's "newco may not be punished story". It naturally follows that if newco may face sanctions then newco may not face sanctions.
I'm all for comedy stories but this is just p*sh now.

It's the bid from Tristan Loughran. All I can say is that Alex Thomson is only reporting what he has been told and with lots of evidence. Certainly dish the bidder, the admin people but not Thomson who has been good on the case, one of very few. {Ed007's Note - It's not Loughrey.}

I had no idea what you were talking about ed so i did one of those google things on Valls Capital and indeed, Tristan Loughrey appears to be an officer of that, is there a story you can print on here, hypothetically of course and in no way slanderous or libellous or any other "ous" legal nasty.
As an aside, nobody named Tristan would have survived my School and gone on to be sane enough to order a cappuccino, well done that Banker.

To be fair to Tomo, he does say that it could be fake, although he has been provided with lots of documentation. Tomo is investigating further and will continue to update us.

However, I think you're missing the point. Loughrey clearly did make contact with Duff & Phelps on the Friday (prior to Green's offer being accepted on the Sunday) and Tomo has contacted Duff and Phelps and confirmed this.

The point is that Duff & Phelps failed to even consider Loughrey's offer or carry out any enquiry or due dilligenec in relation to it. They simply went with Miller's offer. The point being that Duff & Phelps must have been running out of time and were so desperate that they pressurised into making this decision.

It would follow on that if Green does withdraw then Rangers could immediately face liquidation.

Scottish Premier League champions Celtic are being linked with out-of-contract Leeds United youngster Aidan White.

The Glasgow club have been credited with an interest in White who will leave Elland Road this summer unless he reaches an agreement to renew his deal.

Contract negotiations between White and United have been ongoing for many months but he appears no closer to signing a new deal.

The 20-year-old's contract officially expires at the end of next month and he is effectively free to talk to rivals clubs, though Leeds retain the right to compensation due to their former youth-team player being under the age of 24.

Any fee received is likely to be maximised by a transfer involving another English side and United could lose White for a reduced sum if serious interest from north of the border tempts him to move to Scotland.

White's future has been uncertain since he rejected a contract offer from Leeds towards the end of last year but the versatile winger played 39 times this season and re-opened talks following Neil Warnock's appointment as manager in February.

But the two sides are yet to strike an agreement and White is thought to be assessing other options with his fate unclear.

Warnock has previously warned White to think carefully before leaving Elland Road, saying: 'I've told him that he's got to be careful that he doesn't go for money and doesn't play a game. The grass isn't always greener.

I've heard from a good source that Rhodes is determined to sign for Celtic.
He's always said he's a fan and has a dream to play for us.

So it appears to be down to whether we believe he is worth what Huddersfield are looking for but I've been told that £4M plus sell on clause could seal the deal.

As I say I've been told Rhodes is very keen so depends whether HTFC are asking for silly money or not.
And whether Celtic feel he's worth it i suppose.

As I say 4M plus the sell on clause could do the deal but if one of the newly promoted clubs come in with daft money then it could go pear shaped.

ED a question...rhodes does look good but what i dont get is how are all the english clubs after him and he plays in league 2 and is going to go for big money it seems, and hooper (which i think spl is better league then what rhodes plays in) there is not as much intrest even after him scoring so many goals? is it just because rhodes plays in a english league? {Ed007's Note - Hooper will go for more money than Rhodes will. Look at the teams that are interested in Rhodes, they are only about the similar standing of teams linked with Hooper. So far none of the 'big' teams have shown any interest in either.}

A lot of what you say regarding Gary Hooper is very true and very close to the mark on which is actually happening , but I will stress Gary LOVES Celtic and is only after a fair pay rise considering his performances last 2 seasons and wants to be AMONG top earners not break the wage ceiling .
Everton are NOT interested in Hooper and there are many other teams in England and abroad now that have contacted Simon Dent his agent enquiring about his fee if Celtic wanted to sell him . 2 teams of which play Champions League football.
Whether or not these teams actually bid is another story but Gary certainly is on 5-6 clubs radar.
Could I also stress to this site that so many of the names getting linked to Celtic on here are on wages 30k plus in premiership and Celtic will not pay such amounts especially now with Rangers situation there is very little need to spend.
Look forward to reading the sensible replies and also the mad ones !

I think it is no coincidence that Celtic have a very multi-cultural group of players eg Honduras, Mexico, Israel, Korea etc. I am sure I read recently that NL said Celtic would have to look further afield and identify potential talent as it is very difficult to compete with the teams in the Championship let alone the EPL. I think this trend will continue and so far it seems to be working, testament to the world-wide Celtic scouting system.

Rangers fan here just asking if you think Hooper will leave to join Everton as has been rumoured? Personally I think having Hooper and Jelavic upfront would be lethal even for an epl side. THE green and white hoops are still celebrating all over the world after our brother club, Santos Laguna secured the Mexican league title with a 2-1 victory over Monterrey on Sunday.

The play-off final to decide the winner of the Clausura League saw Santos Laguna draw 1-1 with Monterrey on Thursday in the first-leg. And it was the green and white hoops who triumphed at the weekend.

Former Celt, Marc Crosas was in the starting line-up for Santos, and the hoops took the lead in sixth minute when Daniel Luduena scored. A goal from Oribe Peralta just after the hour mark made it 2-0, and though Monterrey scored late on, it was Santos Laguna who won the match to become Mexican champions.

Everyone at Celtic Football Club is delighted at the victory for the green and white hoops of Santos Laguna, and we congratulate our brother club in Mexico for their fantastic success in winning the championship.

hi ed first time poster hear just wanted to ask about this hooper thing yea he wants to try the ep to break in to the england set up but he has missed out on the euro this year so why not stay and have a crack at cl am sure that would get him noticed more than sitting fighting the relagation battel of the ep just my thoughts {Ed007's Note - Welcome to the site. Everyone is assuming Hooper will go to Southampton, although they do look favourites, other teams will probably show interest. Nobody can say for definite they will be fighting relegation, look at Norwich and Swansea.}

Yes ed but the most likely eventuality is that Hooper will go to Southampton AND be fighting relegation. Jos Hooiveld is they're best defender what does that tell you. It will be a mistake on his part if he goes there. I would have no complaints if it were even an Aston Villa or Everton but West ham, Southampton, Reading etc is a backwards step. I mention Villa because despite there troubles recently they are a big club who have won a European cup and Everton have a chance of Europa league every year and even got CL 4 or 5 years ago. He would claim it was to match his ambitions to be playing in the Premiership. But it would be a lack of ambition in not staying and waiting for the right move for him because if he scores another 25 next season he would get a bigger move. Your argument that nobody can say for definite that they will be fighting relegation is valid, but what i can guarantee you is that none of the teams who have registered an interest in Hooper will win a title or get a Champions League spot. I would bet my house on that. {Ed007's Note - Would you bet your house on CFC qualifying for the group stages of the CL? Hooper can go down to the EPL, treble his wages and if he keeps scoring he will get a move to a bigger club, all the while trying to catch Hodgson's eye.}

Ed a question....does hooper have any say in a transfer(meaning he as to accept or pick is own team to go to) or can Celtic send him to what ever team gives the bigger price tag? if so can Celtic say match the other price tag and he is yours.and what do you think the percentage is of him leaving?
what i dont get is alomost every Celtic player are going to play in thier country club for the euros, so this should show him that Celtic can get you in your internation club. I know you are a long way north in Glasgow, but please have the decency to examine the background of clubs in the EPL before you start making throw away remarks about their ability to compete.

Without too much research you would find that Saints have one of the best training facilities south of the border and are currently investing another 15m in this facility to be able to compete with the big boys in Europe. This has already attracted some of the best young players around and it is the clubs intention to bring through 50% of home grown talent into the first team. Only a few days ago 4 16/17 year olds were elevated to the first team squad for 2012/2013.
The club keeps re-iterating it is their intention to make every player the best he can be and I suspect this could be attractive to Hooper. Does he get much satisfaction out of banging in 5 goals in a match against poor defending? Perhaps he would like to see how he could do against a Chelsea defence or similar each week.
Whilst you may think it is unlikely that teams like Southampton will challenge in Europe in the near future it is certainly within their plans, and Saints are 2 years ahead of their targets so far under their new owners.

By the way, don't think Hooper will going to Everton. Rumour is they have just signed Rodreguez from Burnley.

UEFA made a ruling recently, in order to head of this potential eventuality.
You can only play in the league of a country, if your based in it. ie your stadium is IN it.
Except between Wales and England, and Monaco and France (both principalities of said countries.) They have had an arrangement long before employment law, bosman etc - around 100 years.
If Celtic want to join the English League, they will have to sell Celtic Park and PHYSICALLY move and become English!................even if they would have us, which they won't! kbt1978

Not posted for a wee while as I've been working nightshifts for a full week - and haven't really paid attention to any papers either.
Just read Eds reply to a poster, regarding Hooper. Very worrying, and not in the sense that he is irreplaceable - as he's not (or not as good as Larsson, Sutton, Hartson, Cadete, Pierre, etc etc etc as someone took time to post).
It is the money needed to be spent to replace him, if he goes. Every single penny of the fee and possibly then some. If buying from England. People keep saying Jordan Rhodes. We would have to blow our transfer record fee out the water to land a young U21 player from.....HUDDERSFIELD TOWN! he will go (probably) to west Ham for £7m (they have been watching him all season).
Football and our place in it has, unfortunately, changed dramatically in the last few years. We will be hoping our scouts have unearthed another young, unknown gem somewhere to come in and replace him (to be sold on for profit, such is our policy). We just cannot compete in the transfer market above a certain level. Do we want to trust our Champs League ambitions to an unknown quantity? I would hope - if it is indeed true - that he would be advised to have a crack at Champs league then leave in January (hopefully to inflate the fee).

Not Facts just what I have been told and read.

Potential Buys : Russell Mills Forster/Gordon Dixon. My mate who is an apprentice journo keeps saying Celtic are going to spend big on a striker. Around 4-5Million for Morsion the other Norwich striker. Also NL has renewed interest in Leon Best for Newcastle.

You heard anything about these players?

Just wondered if anyone else had Heard This. Murray applying for
Injunction with regards this wed BBC Documentary. Reason being The Documentary highlight's the phone tapping of Fergus McCann and other celtic directors.
Don't know if any truth in this rumour as cant get any more info

Seems the Hooper story is gathering momentum and I hope Celtic get a realistic fee for him.
It is very disappointing as Bangura, Stokes and Samaras would have been missed a lot less.
Rhodes has been touted all over the place and he does look like a prospect; but we know how hard it is to compete with EPL interest when the alternative is the SPL - even allowing for the European CL football and a chance to wear the World Famous Hoops... On the bright side we have managed to sign Izzaguire, Kayal, Ledley and of course Hooper among others like the gifted Wanyama and to a certain extent Ki; so I am confident we will manage to improve the squad and progress.

NEIL LENNON has moved quickly to quell fears
Gary Hooper will look to move if he does not get
the huge wage rise he is reported to be seeking.
The Celtic boss is also progressing his bid to
keep Fraser Forster at Parkhead.
For good measure, Lennon has also reiterated he
has no ambitions to go anywhere, either, even
though he admits there were times in the last
year when he wondered if it was worth the
serious threats to his well being.
Seeing the likes of Hooper develop into a top
striker makes it all worth-while, and Lennon
said: "He's a very intelligent footballer, and, at
times, he has carried the club.
"That's a huge responsibility for someone so
young, being the main man in the forward area.
But he's handled it very well.
"He wants to stay, and that's very, very pleasing
because there's no doubt there will be people in
England, or elsewhere, who will have an eye on
him.
"But we'll speak to his representatives this week
and try to get something nailed down."
